You do understand why he thinks it is do-able as a state initiative and not at the federal level?
I do but isn't Romneycare also verboten? That's a state level initiative.
It certainly isn't my preference - but you keep harping on this linking back to Heritage during the HillaryCare debate. Apparently it traces back to the Truman Admin.
