Well you know how God - that creator of the universe and everything - decided that His people were a small band of transients that somehow had given themselves over to slavery to a foreign power.
Pharaoh was a statist proponent of big government who had large government programs to provide 'cradle to grave' care for people. He saw nothing wrong with the government telling people what to do and would find the idea of the rugged individualist laughable.
I believe he coined the phrase, "if you've got a pyramid, you didn't build that - I did.", but I could be wrong.
