Of course, Obama hasn't always said that. In fact, he has complained that it's an obstacle that gets in the way of what he wants to do. His actions certainly aren't those of someone who is serious about upholding those restrictions. Quite the opposite. That suggests that it isn't the Constitution that constrains him, but those who would successfully object to the blatant violation "the base" is begging him for.
