Of course if you rephrase it such:

“If I could conceive that the general government might ever be so administered as to render liberty insecure, I beg you will be persuaded, that no one would be more zealous than myself to establish effectual barriers against the horrors of tyranny, and every species of persecution.”

And it is said by somebody who Mark considers 'the right' then Mark would call the statement an example of 'pathological hatred of government'.
